Imperial Intelligence Downgrade Threat Assessment of ‘Restored Empire’, offer amnesty for refugees from Homon system

Coruscant (INB) – In a direct address from the Imperial Palace, Executor Elaine von Veritrax and Director of Imperial Intelligence Walter Watts have issued a formal statement on the deteriorating position of the group styling itself as the “Restored Empire,” and the growing instability of its leader, disgraced former Imperial Hatoori Hoorl.

Once elevated to the position of Supreme Commander within Imperial High Command, Hoorl’s departure was marked by a breathtaking overconfidence in his reputation amongst Imperial High Command and other commanders of the Empire, and by a collaboration with the Rebel Intelligence Agency, a decision that placed Imperial personnel and operations at risk and irrevocably severed his standing within the Galactic Empire and Imperial Union.

The address, is one of the few occasions in which the Galactic Empire has even acknowledged the existence of the group, covered a range of topics concerning Hoorl and the few remaining supporters, and followed a widely discussed internal announcement to commanders, which had reduced the risk posed by the ‘Restored Empire’ from ‘Low’, to ‘Negligible’.

Amid wide speculation that the group was on the verge of collapse, Director Watts detailed that the intelligence strongly suggests that the ‘Restored Empire’ has failed to develop into a viable governing body, and has instead devolved into an isolated and highly unstable entity. 

Intelligence sources have indicated that, having leveraged foreign assistance to facilitate his initial break, Hoorl has since turned against his former partners in pursuit of personal authority. Reports of coercive diplomacy, failed attempts at external influence, and internal instability now define the leadership of his movement.

“What we have witnessed is not the rise of a rival power, but a rogue state led by a deranged man.” Executor von Veritrax stated during the address. “It is the prolonged decline of a man who mistook position for entitlement, and ambition for legitimacy.” The Executor further noted the internal fragmentation of Hoorl’s organization, highlighting the emergence of appointed officials attempting to replicate Imperial structure without its foundation. “We have observed corrupt leadership taking root,” she continued. “So-called ‘Lords’ draw upon declared titles, absent mandate or recognition. This is not governance. It is an imitation without substance.”

 

 

Director Watts expanded on the strategic realities facing the faction. “Despite their claims, they stand alone,” Watts stated. “No credible allies, no stable partnerships, and no sustainable economic footing. Their position is maintained through subterfuge, not strength, and even that is becoming increasingly untenable.” Intelligence briefings further confirm that Hoorl’s efforts to maintain relevance have already compromised the integrity of his own forces. 

In at least one confirmed instance, Rebel-derived technologies were traded away for personal gain. Specifically, the trade of several Mon Cal capital ships in exchanges involving Saboath Defenders. “This is not the behavior of a leader building a future.” Watts said, “It is the behavior of one liquidating what remains for short-term survival.”  Evidence presented during the address suggested that Hoorl himself is suspected of diverting over twelve billion in assets into personal holding accounts, while channeling several hundred million more to his lackeys to fund a pattern of erratic and self-serving expenditures.

Director Watts addressed the perceived inaction by Imperial Intelligence against Hoorl and his cohort, citing multiple incidents of pathological deception, gaslighting, and personal attacks against his own allies, to justify Imperial Intelligence’s threat assessment of Hoorl, and his followers, to the Empire at large. “There is a distinct lack of mental fortitude in his leadership. Minor barbs shatter the brittle invented reality he has made for himself. I believe it is far more probable that this issue is one that will take care of itself, so to speak.”

The Director was questioned over rumors of highly placed sources within the Rebellion overhearing Jonas Konuteau himself remark that “… during war games with RAI last year, Hoorl’s entire force couldn’t compete with just two of our special operatives.”

Director Watts could neither confirm nor deny such remarks, but stated “It would be wasteful, to the point of negligence, to justify expending resources on such inept, self-destructive adversaries. There are far more competent foes who are worthy of the attention of Imperial Intelligence.”

In closing out the address, Director Watts announced a period of Amnesty for Restored Empire personnel.“ A significant portion of the personnel currently serving under the Hoorl are believed to have had no involvement in the original defection, instead following established chains of command under the assumption of continuity. Imperial leadership has now moved to address that distinction. Full amnesty has been extended to junior officers and enlisted personnel who renounce Hoorl’s cabal, cease hostile activity, and make contact through established Imperial Intelligence channels.

 

 

Director Watts confirmed that these channels are active and secured across multiple sectors. “If you come forward in good faith, you will be received in good faith,” he stated. “There will be no retroactive punishment for those who act now. Extraction, debriefing, and reintegration protocols are already in place.” However, both officials emphasized that this offer is neither broad nor enduring.

“This is not an open-ended concession,” Watts stated. “The path forward is immediate, and it is limited. Those who intend to act must do so now.”

The offer does not extend to senior leadership within Hoorl’s faction, nor to those who knowingly enabled his collaboration with Republic Intelligence or continue to support his destabilization efforts. Such individuals, Watts confirmed, remain subject to ongoing intelligence operations. 

“If you wish to claim a handsome pay packet, Imperial Intelligence is prepared to pay the following rewards for the capture or execution of Restored Empire leadership. For those remaining within the so-called ‘Restored’ Empire, the message is clear. The structure they serve is not expanding. It is contracting. And the airlock to escape is closing.”
